Uttar Pradesh is gearing up to launch a groundbreaking system known as FASTPAS (Fast and Simplified Trust-Based Plan Approval System), aiming to revolutionize the process of approving building maps and layouts. This move comes in response to the evolving needs of the state’s urbanization efforts and the limitations of the existing platform.
The existing online building plan approval system (OBPAS), which was introduced in 2019 through a public-private partnership model, has served its purpose but is now showing signs of age. It lacks the capacity to accommodate the array of new tools and concepts introduced by the state to promote urban development effectively.
Through FASTPAS, applicants will have access to a range of options designed to expedite and simplify the approval process. These include the ability to purchase additional Floor Area Ratio (FAR), facilitate land use changes, and avail compensatory FAR, among other benefits.
One significant motivation for this transition is data ownership. In the past, the housing department did not have full ownership of the data, as it was developed and managed by a private IT company. With FASTPAS, the department will retain complete control, securing the source code and data, ensuring that it remains their exclusive property.
FASTPAS will operate as a comprehensive single-window system, integrating with both internal and external agencies to secure no-objection certificates and clearances. Additionally, it will encompass crucial aspects such as the GIS master plan, zonal plan, logistics plan, transit-oriented zone, mobility plan, title ownership, and land usage, offering a holistic approach to building plan approvals.
During the 2022-23 fiscal year, a total of 15,587 building plans received approvals across the 29 housing development authorities and the UP housing board (Avas and Vikas Parishad). With the implementation of FASTPAS, authorities anticipate that this number will double, driven by the system’s user-friendly approach and efficiency.
FASTPAS is set to depart from the conventional model, implementing a unique scrutiny system that aligns with different property segments. Rather than using the same parameters for various property types, the system will adopt a trust-based approval approach, assuming that applicants provide accurate details. It will also offer an option for editing entries after submission.
Architects will play a pivotal role in this transition, as they will be required to provide undertakings that the details they submit adhere to relevant laws and regulations.
