Haryana Announces New SOP For Four-Floor Buildings

    The Department of Town and Country Planning (DTCP) in Haryana has announced a new Standard Operating Procedure (SOP) for stilt plus four-floor buildings, aiming to standardize and streamline the construction approval process.

    As reported by the Hindustan Times, this SOP, effective from July 2, 2024, introduces key regulations and requirements for both new and existing constructions.

    Occupancy Certificate (OC) Application

    Under the revised SOP, property owners who have constructed buildings with four floors without approved plans must apply for an Occupancy Certificate (OC) within a 60-day period. This step ensures that existing buildings conform to the Haryana Building Code regulations.

    Road Width Specifications for Map Approvals

    The SOP allows for the approval of building plans on roads that are at least 10 meters wide. This rule is intended to ensure that construction projects do not impede traffic and contribute positively to urban infrastructure.

    Neighbour Consent and Setback Regulations

    A notable aspect of the new SOP is the requirement for obtaining a No Objection Certificate (NOC) from neighbours. This requirement is crucial for maintaining good relations and ensuring that construction does not adversely affect adjacent properties. In cases where a neighbour does not consent, the construction must leave a 1.8-meter setback area. Basement constructions are permitted only on plots of 250 square meters or larger, situated on roads with a minimum width of 10 meters. Consent from all neighbours is mandatory for basement construction; if even one neighbour objects, the basement work cannot proceed.

    Basement Construction Rules

    The SOP stipulates that basement construction is restricted to plots located on roads with a width of at least 10 meters and must be on plots measuring 250 square meters or more. This restriction aims to prevent overdevelopment and ensure that construction activities are compatible with the surrounding area.

    Document Verification and Online Portal

    The DTCP will be responsible for verifying all documents related to construction and NOC agreements. To enhance the efficiency and transparency of the approval process, the department plans to launch an online portal. This portal will facilitate the application and approval process for four-floor buildings, making it more accessible and straightforward for property owners and developers.

    Pradeep Aggarwal, Founder and Chairman of Signature Global (India) Ltd, commented that the new SOP will open up significant opportunities for developers and homebuyers in Gurugram. The regulations allow for up to four independent units per plot, which is expected to improve space utilization, enhance property values, and contribute to better urban infrastructure. Aggarwal emphasized that this policy supports sustainable, high-quality residential development and addresses Haryana’s housing needs effectively.

    The introduction of the SOP for stilt plus four-floor buildings marks a significant update in Haryana’s construction regulations. By enforcing compliance measures, such as obtaining NOCs, adhering to road width specifications, and following basement construction rules, the SOP aims to ensure that construction practices are safe and regulated. The forthcoming online portal will further streamline the approval process, reflecting the state government’s commitment to organized urban development and improved living standards.
