Uttar Pradesh Govt Launches OTS Scheme for Stamp Duty Cases

NOIDA, Uttar Pradesh — The Uttar Pradesh government has introduced a one-time settlement (OTS) scheme to resolve 1,400 pending stamp duty cases in the district. The initiative aims to clear these cases swiftly and increase state revenue, as published by The Economic Times.

Launched on January 1, the scheme allows property owners to settle their cases by paying a nominal fine of Rs 100, along with the outstanding stamp duty, interest, and other dues. This move is designed to resolve long-pending disputes, which are currently clogging four courts in the district.

According to SB Mishra, assistant inspector general-2 of the Stamp and Registration Department, the scheme focuses on cases involving undervalued title deeds where the appropriate stamp duty was not paid. Sub-registrars track these cases, issue notices to landowners, and when payments are not made, the cases end up in litigation.

“This delays resolution and increases the interest on the underpaid stamp duty,” Mishra said.

At present, 1,400 stamp duty cases remain pending in two AIG courts, along with the ADM and DM courts in GB Nagar. Under the new scheme, property owners can resolve their cases by paying a small fine, significantly reducing the penalties that previously could amount to four times the deficient stamp duty.

Mishra stated, “This initiative not only provides relief from hefty fines and prolonged delays but also accelerates revenue collection for the state.”

The scheme will remain open until March 31, and authorities are aiming to settle all pending cases this time, unlike the previous OTS implementation two years ago, which saw only a partial resolution of cases.
