GDA Approves Ghaziabad Master Plan 2031

The long-awaited Ghaziabad Master Plan 2031 has been approved by the Ghaziabad Development Authority (GDA) board, paving the way for major transit-oriented development (TOD) across the city. The plan, covering over 33,500 hectares, aims to regulate growth along rapid rail, metro, and expressway corridors, as reported by The Economic Times.

The unified master plan—initially sent back multiple times over the past three years—was cleared during the GDA’s 169th board meeting. It encompasses 18,687.8 hectares in Ghaziabad, 6,874.9 hectares in Modinagar, and 7,980.4 hectares in Loni. The plan will be implemented after a formal notification from the Uttar Pradesh government, expected within a month, officials said.

Under the plan, TOD zones will be developed along a 1.5-kilometer stretch of the Regional Rapid Transit System (RRTS), covering 4,261.43 hectares, and within a 500-meter radius along the Red and Blue metro lines, totaling 616.61 hectares. These areas will allow higher floor area ratios and be classified under mixed-use categories to support both residential and commercial development.

A Special Area Development (SAD) zone, spread across 909.82 hectares, is also planned around the Duhai RRTS depot.

The board also approved a revised layout for the Madhuban Bapudham housing project, involving the reallocation of 373 plots that had been marked on cremation grounds.

In other decisions, the GDA greenlit the PAHAL (Public Access for Housing and Allotment Login) portal, which will streamline property services. The portal offers digital access for paying property dues, checking ledgers, verifying ownership, downloading allotment letters, and applying for property mutation.

Additionally, a proposal was approved to change the land-use status of a 0.431-hectare plot in Galand from agricultural to industrial under the state’s PLEDGE (Promoting Leadership and Enterprise for Development in Grassroots Enterprises) scheme.

The board also sanctioned a ₹2,384 crore budget for acquiring 336 hectares of land across five villages—Mathurapur, Shamsher, Champatnagar, Bhanera-Khurd, and Nangla Feroze Mohan Nagar—for the upcoming Harnandipuram township. The budget includes 7% for stamp duty and 1% for registration charges.

Following recommendations by a district magistrate-led committee last month, compensation for land acquisition in these villages will be calculated at four times the current district circle rates, in accordance with the Land Acquisition (Rehabilitation and Resettlement) Act, 2013.

In Mathurapur, where 14 hectares are to be acquired, compensation will rise from ₹1,020 per square meter to ₹4,080. Shamsher farmers, set to lose 86 hectares, will be paid ₹6,760 per square meter, up from ₹1,690. In Champatnagar, 33 hectares will be acquired at ₹4,040 per square meter, compared to ₹1,010.

Bhanera-Khurd’s 9 hectares will see compensation at ₹4,240 per square meter, up from ₹1,060. The largest share—192 hectares—will come from Nangla Feroze-Mohan Nagar, where compensation will rise from ₹1,800 to ₹7,200 per square meter.

The master plan marks a significant shift in Ghaziabad’s urban development strategy, anchoring future growth around high-density, well-connected corridors to improve livability and economic productivity.
