HSVP Launches Plot Sale & Purchase Portal via E-Auction

    The Haryana Shahari Vikas Pradhikaran (HSVP) on Tuesday announced the launch of a dedicated online portal to facilitate the sale and purchase of plots allotted by the authority through e-auctions. The move aims to make the process transparent, secure, and regulated, as reported by Hindustan Times.

    The portal, hsvphry.org.in, allows allottees—including those living overseas—to list their properties for auction. Chander Shekhar Khare, chief administrator of HSVP, said the platform ensures fair pricing and protects buyers from disputed or fraudulent sales.

    “The portal for sale and purchase of HSVP-allotted plots will ensure transparency and help buyers and sellers outside the state or country complete transactions,” Khare said.

    Launched last Friday, the system is voluntary. Sellers can register their plots, set minimum prices, demand earnest deposits, and upload photographs and videos. They also retain the right to withdraw their property at any time without any obligation to accept bids.

    Auctions start at 80% of the price set by the seller and follow a competitive digital format. Buyer identities remain confidential, and all financial transactions are conducted digitally via bank transfers with no cash component. Buyers must register online, paying a ₹1,000 fee plus 18% GST (₹1,180 total), and are allowed to inspect properties before bidding. If a seller withdraws after the auction or rejects a bid, the buyer receives a refund of the ₹1,000 fee but not the GST portion.

    HSVP retains records of all allotted plots and properties, and its staff will vet listings before allowing them on the portal. Khare said the authority will charge a 0.5% commission on transactions, significantly lower than fees charged by property consultants. Buyers and sellers are free to complete transactions outside the portal if they wish.

    “Many allottees or owners of plots live abroad and cannot be physically present to sell. This portal will help them sell properties transparently and ensure a fair price,” Khare added.

    Officials emphasized that HSVP acts only as a facilitator and is not a contracting party. Buyers and sellers must confirm compliance with the Indian Contract Act, Registration Act, Indian Stamp Act, and other statutory provisions related to property transactions before completing any deal.

    The portal is accessible through the “Allottees’ Corner” on the HSVP website.
