DDA Launches Bidding Process for Signature View Apartments Demolition

The Delhi Development Authority (DDA) has taken a significant step towards the demolition of the multi-story Signature View Apartments in northwest Delhi’s Mukherjee Nagar. Official documents confirm that the DDA is actively seeking online bids to engage a proficient consultant firm for this pivotal project.

Constructed between 2007 and 2009, the Signature View Apartments complex comprises 336 flats, designed to cater to both High-Income Group (HIG) and Middle-Income Group (MIG) residents. However, persistent construction-related issues have plagued the complex, leading residents to voice their concerns to the DDA.

In a significant development in 2021-2022, the DDA, in collaboration with the Indian Institute of Technology, Delhi (IIT-Delhi), commissioned a comprehensive study. The findings were concerning, declaring the building structurally unsafe, underlining the urgency of the situation.

The DDA has taken a crucial step in soliciting bids for a consultant firm through an e-tender notice and a request for proposal (RFP). The e-tender notice outlines the primary objective: “engaging a consultant for the demolition of the multi-story Signature View Apartments in Mukherjee Nagar, Delhi, and the responsible removal and recycling of Construction and Demolition (C&D) waste.”

The e-tender notice specifies stringent prerequisites for prospective consultant firms. They must possess a minimum of two decades of experience in demolishing structures and demonstrate proficiency in various demolition methods, including high-reach demolition excavator, implosion, diamond-cutting, and other relevant techniques.

The RFP document further elaborates on the timeline for the consultant’s engagement. The engagement period is defined as “a duration of six months, encompassing one month before the demolition and five months during the demolition process, including the disposal and recycling of waste.” The DDA retains the right to extend this period if necessary and maintains the authority to terminate the consultant’s engagement with a notice period of no less than 30 days.

To ensure transparency and address potential bidders’ queries, the DDA has scheduled a pre-bid meeting for November 6, 2023, at Vikas Minar in the ITO area. This meeting aims to provide clarity on the bid document and assist potential bidders in their preparations.

Residents of Signature View Apartments have voiced concerns, particularly regarding the existing 100% evacuation clause. In October, they requested the DDA to consider revising the clause to a 75% mandate, enabling those relocating to temporary accommodations to commence receiving rent from the agency.

The initiation of the bidding process for a consultant firm underscores the significance of addressing the issues affecting the Signature View Apartments complex. It reflects the DDA’s commitment to ensuring the safety and well-being of its residents and the surrounding community.
